Re: Submission of Project Proposal Document

Dear Sir/Madam,

It is widely understood that a project virtually the same as this proposal was attempted in Burundi in 1992 by a collaboration of the IDB and AusAID. It is important that we learn from this experience and not repeat unnecessary follies.

At the end of the day, whilst the proposal did show some limited potential, it failed to address significant hindrances in health. It would be a dereliction of duty to commit funding to such a project when health is a fundamental human right, and without it poor people can never hope to be productive.
